According to a Russian Hockey Website a Russian team in the new Kontinental hockey League in Russia has signed now former New Jersey Devils forward Sergei Brylin to a contract. The Devils let Brylin walk as he was a UFA I believe.

You don't appear to have understood the agreement you write about. The parties agreed to respect existing contracts. Brylin is not under contract. Hence he does not fall under the agreement, and can of course sign wherever he wants.
I Recently Got An E-mail From A Reader Of The Site Who Is Also An Author. He Is Releasing A New Book In October And Asked Me If I Could Create Some Buzz On It, It's Called "The Hockey Player For Life". Anyway Heres A Link To A Video That Someone Made On The Book.
